This portion is the only one that is left habitable in the years following the Red Year (Eruption of Red Mountain). After the events in the books, the Argonian occupation is probably much lesser than it was. Vvardenfell is not utterly obliterated, just devastated. The eruption merely made the island uninhabitable and destroyed most civilization on it, but the landmass itself is still very much there. Probably a little larger too, given volcanic landmass expansions. It is assumed that the Dark Elves have reclaimed a substantial presence in Morrowind. Given that Skyrim takes place almost 200 years after the eruption, it is reasonable to assume that enough recovery has since taken place.

In addition, comments like interring the remains of Dark Elven players in Morrowind and using Riften as a staging ground to reclaim Morrowind lead me to assume that Morrowind is very much functional and valuable. The northern border of Cyrodiil shifts slightly according to the maps of Skyrim in the game. This and other border shifts were likely caused during the formation of the second empire in which the independent Cyrodiilic city-states had to be reacquired one at a time. Re: Vvardenfell - You can actually see an intact island of Vvardenfell from some viewpoints on the eastern borders of Skyrim. The Ascadian Isles are likely all torn up, but the rest of the outline of the island appears to be the same as during the Third Era. Lava flows and ash may have covered the island, but that's not anything new. The lore indicates that the three settled houses of dunmer had a hard time, although I suspect the ashlanders survived just fine.

There's tons of ebony and glass (malachite) on Vvardenfell. Don't you think the argonians would have annexed it if there were no remaining resistance? Vvardenfell is ashlander territory.

Always has been since the days of Veloth. And to add to this I was under the impression that a good portion of the southern half of Cyrodiil was under Aldmeri control. I forget what book it was in, but it tells how the dominion killed all the blade agents in neighboring countries and slowly began taking control of Anvil, Bravil, Cheydinhal, and Chorrol before ultimately claiming the Imperial city. It was only through the help of Skyrim and Hammerfell that the Empire was able to reclaim Chorrol and the Imperial city, shortly before singing the White-gold concordant. I also think it's pretty safe to assume that Cheydinhal and Bravil are still under Aldmeri control due to the fact.
