Text2Speech.org is a free online text-to-speech converter. Just enter your text, select one of the voices and download or listen to the resulting mp3 file. This service is free and you are allowed to use the speech files for any purpose, including commercial uses.
Telugu Text-To-Speech (TTS) plug-in engine is a joint development by www.Hear2Read.org and Carnegie Mellon University. It uses Android OS framework for 3rd party Text To Speech engines such that it can be used with any with TTS-enabled App to Read text by listening to machine generated synthetic speech.
Visually Challenged users can use it by turning on Talkback under Accessibility in Settings, just as one can read English using Google provided English TTS. Some Apps, such as '@Voice Aloud Reader', detect the content language and then select the appropriate engine and do not require users to set the preferred engine and language to Hear2Read and Telugu respectively. Other Apps, such as 'Voice Dream Reader', allow the user to select and associate a TTS Engine and language for the particular content. This selection is used instead of the preferred engine and language set under settings. Android Talkback and certain Apps (such as GoRead book reader) use the preferred TTS Engine and language selected under settings. For these Apps, users need to select Hear2Read Engine and then select Telugu. Touch Language and then select Telugu in the Pop Up box At this time, it can only reads Telugu content correctly. English words (not numbers) embedded in Telugu text are not spoken well.
It does speak numbers written in Roman script (0.1, 2.9) in Telugu. Requires devices with 1 GB (or more) RAM and Android 4.2 or higher. Permissions - SD card READ/WRITE access is required to store downloaded voices. Please do not try to install this App on device with Cyanogen or rooted devices with OS changes outside of the OS upgrades released by Google. We have received several crash reports from such devices. The App makes extensive use of Android TTS APIs and other Android OS features that may not function properly on rooted devices or devices with Cyanogen. We welcome your feedback.

.Free text-to-speech (TTS) or speech synthesizersYour computer almost certainly comes with at least one synthesizer. Later versions of Windows have better voices and more of them.
Below are some free options that all support SAPI5 - that is, they will work with most software on a Microsoft Windows machine. All will work with the Thunder and NVDA free screenreaders.Universities and public bodies regularly produce new speech synthesizers from research projects and attempts to support their language or accent. These either disappear from the web after a year or two or get brought up and commercialised by a new or existing speech synthesis company. ESpeak is the exception: it's been around for a decade at least. But any of the other links below may be broken or no longer provide the voice described.

Microsoft WindowsMicrosoft Windows has shipped with a speech synthesizer since Windows 2000 - Microsoft Sam until Microsoft Vista, other voices since then. English and Chinese were usually freely available. Windows 8 added many speech synthesizers available for lots of languages. You simply install the 'Language Pack' from Control Panel and the voice will appear.Confusingly, Windows 10 also has many voices that are Windows Runtime voices or Mobile voices, not the SAPI5 voices that will work in your software.
